Elevator Inspection Program
The NWCCOG Elevator Inspection Program (EIP) inspects and issues permits for commercial and residential conveyances (elevators, lifts, dumbwaiters and escalators) to ensure safe conveyances throughout the region. The program began in 1993. Prior to that, most conveyances were not inspected.
NWCCOG member jurisdictions are invited to sign a "Letter of Agreement" with NWCCOG, agreeing to adopt the elevator codes for conveyances. Jurisdictions then agree to pass an ordinance authorizing the inspection service fees. NWCCOG's elevator inspectors' work cooperatively with each jurisdiction's building department to implement the program in that jurisdiction. The EIP now serves Routt, Garfield, Clear Creek, Eagle, Summit, Pitkin, Moffat, Grand and Jackson counties which includes most of the cities and towns within those areas.

2009 Accomplishments:
- In July 2008, the State of Colorado enacted the Elevator and Escalator Certification Act which requires all jurisdictions in Colorado to comply with Asme A-17.1. As a result NWCCOG was able to sign memorandum of agreements with all our member jurisdictions and memorandum of understandings with various school districts, county offices and other non public utilities, which assisted in the further growth of the elevator program in 2009.
- Steve Allen successfully completed his QEI (Qualified Elevator Inspector) certification in Phoenix, AZ in May, and was promoted to Elevator Inspector.
- Mark Conry, formerly a private elevator inspector in the State of Colorado and a former inspector for the City and County of Denver, joined the EIP as the newest elevator inspector in June of 2009.
- NWCCOG inspected over 1,645 existing conveyances for participating jurisdictions.
- NWCCOG issued 102 permits for new commercial units, 102 permits for new residential units, and 30 permits for modifications of existing units. This establishes a new annual record in 2009 for total permit application fees. The number of permits issued in the calendar year of 2009 was 234.
- As a result of the new elevator state law we have started witnessing annual hydraulic relief tests on hydraulic elevators, as well as annual and five year tests of all traction elevators and five year tests of all other commercial conveyances.
